Well as silicon212 says, it was one of the Conrail engines that LMS bought and relettered for LMS without a full repaint. The CN lettering scheme on the engine isn't particularly unusual. Repainted Missabe Road units have the CN wet noodle with the initials "DMIR" under the number on the cab side, just as this unit has the "IC" initials. Apparently CN just needed to get these engines in service right away so did a quick paintover and relettering.

Yes, the next to last unit is IC 1017 and it is an SD70.

Ok, but my Comment was meant to reflect what the video showed, which was a large CN 'noodle' Painted on the long cowl with a number under the cab window and an IC logo just behind the number on the cab side. Also it was still in that ConRail Blue paint.

This unit used to belong to Locomotive Management Services - unit number LMSX 734. CN probably removed the LMS decals and put the noodle and IC style numbers on it, without painting it (this is pretty much what the LMSX 734 looked like).
