The cab on that GE C40-8M looks very EMD-like.

The blue, red and white scheme was very controversial here in BC when it was introduced by the government of the day, it was thought to be too "American".

I personally like the older two tone green schemes, really suites the environment BC Rail ran through.  But the blue, red and white sort of grows on you.

And it is the green scheme you would need for the 70's.
