A photo in the 2012 P&W calender shows a short train (9 cars) with three locomotives, two on one end, one on the other:

Explanaition:

1,   One or more reverse moves required during the trip.

2.   Operation in one direction on the NEC, with P&W wishing to maintain its record of never having delayed a passenger train on the NEC.

You are 100% correct...the practice of powere on each end of a train on P&W began on their NEC movements but it is now common on other lines..
