I have no idea of how they are securing funds for the restoration and their normal operations beyond the revenues they get from those operations as well as donations that I have seen requested on Facebook. I suspect they are mining all legal sources of funds.

WMSR doesn't have the financial muscle of the Union Pacific behind it like the UP Steam Program does.
Yes, they have undertaken a project the has far exceeded their abilities at the time the project was undertaken - that being said it appears they have been making reasonable progress as the financial resources become available over time.
Restoration of anything that has set, unmaintained, for 60 years or more is a titanic undertaking - a undertaking that you don't fully comprehend until you start taking the machine apart and find all the real damage that has happened during those 60+ years of neglect.
