What is this loco?

Hello All

Today I was in a Philadelphia High rise when I saw this picture in an elevator lobby.  To me the pic looks like temporary track was being laid to transport the loco across a portion of the town.  I figured I'd share and wonder what loco it is.

My guess is that this is Baldwin's 60000th locomotive on its way to be displayed in the Franklin Institute.  The number below the headlight appears to be 60000, it looks like the engine, the Franklin Institute is in Philly, and this photo appears to be of the proper vintage of a professional moving company transporting the engine.  Neat picture!

Thanks. I think you're right. I've been on that loco a few times as a kid.
