Looks to be another variation of the "fireless locomotive".  One had a range of 13 km, so they didn't get very far.

When you talk about a short range, we cant forget clockwork streetcars.I am not making this up Imagine winding this up.Did it have a cuckoo instead of a bell?

There's at least one European firm marketing compressed air turbine electric cars so maybe it's an idea whose time has yet to come (or maybe not)?
