NS owns the 611, so that concludes everything. Besides, OC is going to want another engine

NS doesn't own 611, the City of Roanoke does. NS does own every inch of track surrounding 611. So in that sense 611 will never move anywhere without NS' blessing.

Last I heard OC had suspended the steam program pending God knows what. Someone closer may have more relevant info.

When the NS ended their steam program in the early 90s, they sold all the relevant spare parts for scrap.  To get 611 into FRA compliance today would require replacement of a lot of things for which spares no longer exist.  Having them manufactured would cost $$$$$ - and then it would still be necessary to get NS blessing to move her.  While I would love to see that beautiful bullet nose heading up a long string of passenger stock, I seriously doubt that it will ever happen.
