I'm not sure why they would need that.  They already have the double track Capitol Sub from Halethorpe to Riverdale Park (Hyattsville, MD) where the Metropolitan Sub picks up running through Point of Rocks to Brunswick.  Then there's the Old Main Line Sub coming out of Baltimore/Halethorpe, swinging up near Frederick and down to Point of Rocks rejoining the Met Sub which is 59 miles in distance.

That's plenty of existing rail from Baltimore to POR if you ask me and traffic is nowhere near bulging at the seams from what I know and have seen.

Does anyone have any information about CSX installing a second line from Baltimore to Point Of Rocks?
