I have always found train watching in Tucson to be a little difficult in that there are not many places that I know of where you can park for any length of time on public property. There are places where you can park along a side street such as on Contractors Way south of the UP yard, but the land next to the road belongs to the railroad. For that reason, much of my train watching there has been of the "drive by" variety.
Another choice is to park in the passenger station parking lot downtown at a meter. If it is near Amtrak time (3 EB, 3 WB a week) you can sometimes get out on the platform, but being that Amtrak's arrivals and departures are erratic at best, you may have to settle for standing near the fence between the parking lot and the tracks.
