New EPA Standards for Locomotives and Ships

On March 2, 2007 the EPA issued new rules for deisel locomotives and ships, calling for the cutting of emissions of Nitrous Oxide by 80 percent and fine particulates by 90 percent.  This is the last class of deisel engines addressed by new regulations.  Changes must be in place by 2030.  The article in the Washington Post on Saturday does not address existing equipment and whether it will be adequate. 

 I have 2 questions.  First will the Tier II locomotives now coming out make that grade?

 Second, will the locomotives currently operating be exempt?  I suspect that most of them will be out of service by 2030, but some short lines should still be operating some of them.  Will they have to meet the standards and what would that mean to the smaller lines? (Okay, that is three or four questions).
