? about CSX

I was talking to a buddy of mine the other day who was hired by CSX to work locally in the Cincinnati area, but was then told that there was no work here and he would have to move elsewhere (Indy, Cleveland, etc.).  I asked him why and he says that the yard facilities in Cincy are antiquated and insufficient for handling long trains, so CSX is routing most of their trains from Columbus to either Indianapolis or Lexington/Louisville and completely bypassing Cincinnati unless absolutely necessary.  Is there any truth to this?
