New rules for TIH Hazmat going into effect at UP

The TSA has issued new regulations for the handling of TIH (Toxic Inhalation Hazards), they were published in the Federal Register on December 21st,2006. The Union Pacific has now issued their instructions on how the requirements will be met. All TIH loads will be required to have billing and routing completed before the cars will be pulled from the shipper, the cars are to be kept moving once they are pulled and measures will be implemented to minimize time the cars are parked, receivers will be required to accept cars immediately when presented for delivery and a representative of the receiver must be present, cars will not be held for placement. The memo also mentions that this will impact UP's costs, and that rates will be adjusted (up) accordingly. 

Expect similar actions at the other railroads within the next few days.
