shelf couplers on boxcars

Recently I've been noticing a lot of boxcars with lower shelf couplers (type E -I believe) on them. Did the FRA pass new rules on this requiring these couplers on these cars and cars other than tanks and hoppers?
When someone realizes that people don't like waiting at 2 a.m. for a train that's 2 hours late...then Amtrak will be in trouble
