Palouse River Tunnels

Can anyone tell me the history of the UP rails running through the numerous tunnels along the Palouse river below the Falls in Eastern Washington just north of Lion's Ferry State Park?

Also, I'm interested in knowing the radio frequencies used along this line if that info is known.
