That is exactly it. No town there. Just the Dam. Closest town is Shoshoni about 10 miles to the south. The tracks actually enter a really long tunnel just next to the dam there and goes for probably 3 or 4 miles up grade and comes out above the waterline.

How about east of Lovell, WY? IIRC, back when I drove through that part of the country in '78, it looked quite similar to this- and could the earthen dam be holding back Bighorn Lake?

That looks like the now abandoned SPS trackage along the Palouse River in the Hooper-Washtucna Coole area.
