Hoosier sub of CSX

CSX is fixing the tracks that run through downtown Bedford, Ind. For the past ten years or so, only the Soo Line has used these tracks between Bedford and Mitchell. CSX had let this line go to pot (all pun intended). It runs north from Bedford through the naval base at Crane and on to Terre Haute on Soo (CP) tracks. Anybody have any thoughts as to why CSX is repairing these tracks? Are they maybe going to divert some traffic from Louisville/ Evansville this way? I just can't bring myself to think that they are being "good neighbors".

Csx let the southern tier of the old B&O go to waste.This will create a bypass to Cincinnati.They got the former NYC to St.louis in the conrail break-up.
