Restored Branch Line, Brunswick, Maine

I have relatives living in Topsham, Maine, just north of Brunswick. There back yard is bordered by a single track line that has not seen any use since they've lived there - 6 or 8 years. (When we visited there two years back, we were intrigued to see it used by an excursion of a half dozen railcars, we were told they were part of the Association of Rail Car Owners of America). The line runs along the Androscoggin River from Brunswick through Lisbon Falls to Lewiston. Recently, our relative observed a crew replacing ties on this supposedly abandoned line. Can anyone in the area tell me whats going on?
