That's all spelled out in the merger agreement. If one railroad buys another one, the money goes to the previous owners--private individuals, a corporation, or the shareholders. Often it's in the form of stock shares.

If a railroad annexed say a shortline they would have to pay xx million. Where would that money go?If it goes to the shortline the annexer would get it right back right? unless it goes somewhere else[?]
