Yep, the Wisconsin and Southern Railroad operates it for the State of Wisconsin. They run several times a week on the line, with the Job running out of the WSOR's North Milwaukee facilities. As far as Traffic for the line, hopefully Mike Yuhas will see this, as I know he can help you with it, and maybe a few other people can too. Mike Yuhas also has lots of great photos of WSOR trains on this line on his website, both in the WSOR album and in the First WSOR train album:

About a year ago there was talk of the state of Wisconsin buying this line and operating it. Did this ever come to pass? Is it operating again? Who are its customers along the line?
