Not necessarily. If you had a lot of operations where one diesel locomotive was enough (light local trains, yard jobs), one diesel could replace more than one steam locomotive, just due to the servicing efficiencies.

This one will be interesting. I really don't know, but I suspect that it wasn't C&NW. They probably had more than anyone else. I think Ben Heinemann found a lot of steam locomotives he could retire by ordering relatively few diesels.

Along those lines, I'd guess that the railroad with the fewest locomotives would be the one which was furthest along with dieselization. The first of the four to complete dieselization was the Rock Island, so that's my choice.

Another caveat: are we talking just the railroads named? Or do the figures for CNW include CSt.PM&O, and the figures for CB&Q include C&S and FW&D?
