John,
UP and CP have a runthrough agreement over Eastport Idaho and they are both promoting the route. Business is up to about 3 trains a day each way vs. 1 a day before. I do not know how far foreign power runs on each participant, but CP power is regularly running to at least Eugene OR, and probably further since UP downgraded Eugene.

From Eastport, Idaho to Spokane, Wash it is very common. West to Hinkle, Ore and beyond I'm not sure since I don't get down that way. On my side I see a lot of UP power running through the Crow to Lethbridge.

went to Spokane, WA this weekend and saw a train with CP locomotives pulling a grain train East through the Columbia Gorge, on the south side of the river on UP tracks. Is this normal? This is the first time I seen a train with only CP locomotives on UP Trackage.
