Growing Rail Traffic Favourably

According to AAR, the amount of trailers has gone up last year being a little over 330,000 trailers and car loads went up almost 10%.
How does the railroads plan on doubling that either by their own initiatives or by waiting for customers? What would make the railroads want that kind of boost in traffic and how would they deal with it?
What could be done to make industries and transportation services want to use the railroads?
