I know that such a line ran 23 miles around Pittburgh's south & southwest sides. I also know that it was developed by the Wabash Pittsburgh Terminal which later became P&WV. I also know that it left the P&LE just below McKee's rocks, and crossed over the old Montour and B&O and ended around Clairton Works. I found references to two 0-6-6-0s, class I-1, #s 1000 and 1001, and that it also could have used Wabash B6 0-6-0 switchers and W&LE 2-8-0s and USRA 2-8-2s.
I got this information from an old reorganization book my library found @ Uof I, and Pennsy in The Steel City and John Corn's book on W&LE. what I would like to know is what diesels ran on it, and when it was abandoned.
