What's it mean?

I've been noticing a sign alongside the northmost tracks of the CSX (old NYC) going thru Perry/Painesville, Ohio and curiosity finally got the best of me. It's a diagonal red line outlined in black, on a yellow field. Maybe indicating a speed restriction?
