OK, today on my way home through Santa Barbara, I saw a large, SWAT van type vehicle that was owned by the UP. Didn't get much of a look at it as it was moving slower than I was, but it appeared to have a whinch on the front, and on the back there were very large tinted black windows. What was this thing?
