BNSF Railway (Railroad Performance Measures) Tulsa Traffic?

In review the BNSF Railway Railroad Performance Measures, why is the Terminal Dwell Hours so high in Tulsa, OK? This is a Hump Yard, I thought traffic would move faster than indicated. Is there that much traffic? Any thoughts!
