Mandate for a new air horn on all new (in production) diesel locomotives?

Some where I heard that the Federal Railroad Administration or maybe the DOT had made a mandate for a new air horn on all new (in production) diesel locomotives. Does anyone have information on this? Is there a web link I can access to review the ruling? Where can I find documentation on this subject?

Thanks for the information, no, I'm not referring to that ruling. This is in reference to a new type of air horn or different sound. Something like a K3L air horn.
