Several reasons to do this, one being the hi-rail truck you saw yesterday found a small problem, bad joint bar of something of that nature, or the signal system is being worked on, which would make this a manual interlocking plant until the signals are repaired. If he didnt belong in the cab, the engineer wouldnt have stopped. If he jumped on while it was moving, you would have seen him...uhh, well, fall off again right quick! Another train was coming towards the camera on the very south track along side the UP and being routed south on the BNSF....it was traveling slow and I believe it had 3 engines on so doubt if it was a local...and it was quite long too.....Then the UP train resumed it's movement {west}, and then the diamond was cleared...Didn't watch beyond that time period so don't know what may have occured right after those operations. I have never seen a train movement of any kind on that track {left side of picture and coming towards the camera and heading south}. It was interesting, but wonder what was really happening.
