Low availability

Why do AMTRAK's AEM-7's and especially the HHP-8's have such a low availability-rate? In Europe, the design of the AEM-7 - originally Swedish - has a good reputation. The AC-technology in the HHP-8 is nothing new by now. It works in other electric and diesel engines round the world. There are several hundred AC-diesels on US-railroads. Is the problem with the mechanical part of the HHP-8, or with a lack of maintenance?

Martin -- I'm not in any way an expert on this, however I have looked into it from the standpoint of an outside consultant.

The fundamental answer is money. There is nothing in particular wrong with the equipment or parts. There isn't enough money to keep an inventory of spares. There isn't enough money to pay enough mechanics. There isn't enough money. Period. Everyone's doing their darndest to keep everything running; the workers are skilled and dedicated; the facilities -- what there is of them -- are good; the practices are good.
