Mostly, they provide quarters for personnel escorting some type of a secure load, or load requiuring enroute guards?
Also hardened to serve as C4I in any 'situation' that might develop.
We have had threads both here and on the MR forums about how this has been designed and implemented over the years.
Certain Department Of Defense shipments have 'riders' (guards) who stay with the shipment from origin to destination. The DODX 'caboose' is there for them to be able to ride along with the shipment.

You'll usually see them accompanying a sensitive cargo.
