If NYPD had it constructed - how did they plan to deploy it with it being conspicuous and drawing attention wherever they parked in a extended condition?

The military has a number of these sans the van (trailers). Used to see them at the gates all the time.
With their tinted windows, I'm not convinced that they were always manned.

Denver has at least two of those rascals. Great for crowd control and dealing with some of the finer citizenry. Replaced more recently with the more modern "blue light specials" that have remote cameras with better optics. (seem to have appeared in recent history and seem to be everywhere)
