I think the biggest attraction of this would be the station at the New Orleans airport. For traffic coming in, the train would go directly downtown, with streetcar connections to the convention center or French Quarter.
With that, I have no idea if there is a great amount of traffic from Baton Rouge to the airport. I would imagine there is.

LA Hwy 1 DOES NOT connect to New Orleans, and it's closest approach to Baton Rouge is across the Mississippi River.
