After looking at it in the video, I compared it to the Jordan Spreader that KCS used arounf here in S.E. Kansas (Pittsurg, Ks Yard and area).. I did not apprear to be comparablle, size wise. Not to mention, that it did not have a seperate power source -locomtive.
I did appear to my observation, to be closer to the equipment used by the BNSF's MOW 'Critters' that keep their track behind the house, here, in repair. [ main#3- Eldorado sub].

Looks to be a ballast plow that has been outfitted with ditcher wings. Don't know how much POWER it would have against a lot of heavy packed snow.
