I thought I read the Mexican Government already approved the KCS merger as well as did the minority stakeholder in Mexico of KCS de Mexico.
The above applies to investments in electricity only. They would need a new law to apply across the board to all sectors of foriegn investment in industry. Historically, Mexico did this before and Nationalized the railway system with disasterous results, as the railway system slowly degraded and fell apart due to underfunding at the National level, additionally the payrolls expanded significantly with everyones aunt and uncle.
I think we are fairly safe of them repeating history a second time and if they did it would very negatively impact any future attempts at attracting foriegn investment.

And besides the vaccine mandate for crossing the border or for federal agencies (the only mandate controlled by the federal government, all the other restrictions are provincial) is matched by one from the US....

BaltACD I doubt the final form of the company will want common results to be the tax basis for the company in both (or all four) countries that the company operates in. As long as there are soveregin countries in the USA, Canada, Mexico and Panama there will be 'different' companies for each country.

Canadian Pacific Kansas City (US) based in Kansas City, MO which will file tax and regulatory filings for SEC, IRS, and STB, and any other US Agency.

Canadian Pacific Kansas City Ltd. will be the name of the holding companies. The names of the railroads will remain the same. All of the US and Canadian railway companies will do business as "Canadian Pacific". The only uncertainty is with Mexico, the actual railroad company might have to do a name change as d/b/a might not be allowed in Mexico. Likely as an orphan the Panama Canal Railroad won't change its name.
Hopefully CPKCS is just a temporary placeholder name, but if not I guess we'll live. A recent column in Trains highlights how much of an impediment interlining freight has been, and if that's the case then I suppose the merger is a good thing, especially if it encourages routing away from the Chicago bottleneck.
Saw a KCS engine on the lead of a CN train here yesterday. Sure is a nice looking livery. Another fallen flag to come I imagine.

CP & KCS are merging. Upon approval by the STB and Canadian Transport Board the new company will be called CPKCS. US/Mexican operations will be run out of Kansas City and Canadian and corporatate operations out of Winnipeg.
I know about KCS but whats happening to CP ? Are they merging with KCS?
