My personal opinion is this whole supply chain issue has been steadily building over the last 15-20 years due to changing traffic patterns / trade imbalance / changing technology and lack of heavy investment in our infrastructure to recognize  the above.   

I am curious is the Almeda Corridor East Project (see below), going to have much of an impact on the current supply chain issues we are experiencing with West Coast and inland container ports?

As a former SoCal resident who follows RR construction, I would have to say 'negligible'. The agency is controlled by local gov'ts who only have grade separation issues on their minds. The UP stopped worrying about investing about five years ago as witnessed by the stalled Alhambra sub 2MT upgrade and PSR focus won't help.

OTOH UP started a small project to add IM capability to their West Colton facility. We'll see how far this goes ....
