Interesting. I could not read the NYT article (searched too late; not a member) but a Google search turns up several items on the subject. According to the press release the item was tested 15 times in various places (mainline China, Hong Kong, U.S.) and worked fine.
New containers can be built with this device included. Existing containers can be retrofitted with a similar device.

I seen containers on TV that can contain an explosion. They were designed for aircraft with bombs in luggage in mind.
