Or dirt that got scooped up along with the last load of scrap.
Coal and sulphur cars have drain holes, with little rubber plugs that will float to let water drain out but also seal under the weight of the load.
Also, I've never seen a green SBU before.

The amazing thing is that the floor and sides were solid enough for the car to actually hold water.
