OvermodIf you mean CERA 112, you can find used copies many places at prices no more than in the $60s.
The problem I see with library copies is the binding is usually busted because it is so thick I wonder if a used copy has the same issue.
And "112" being bulletin 112 of the referenced organization.

I found this book that is now out of print about the TMERL published by the CE railfans association. The book seller knew it was a hard find and was charging $800.00 for the never used copy. Interesting it is still out there in the supply chain.
