Thanks Bruce for your answer, and yes, I did mean CP and not CN. I've seen quite a few clips of CP powered trains on the Ayer Sub, so the question came naturally to me. If you follow Railfan Dan on Youtube or Google railroad bridge at Joso, WA, you'll see the HUGE span across the Snake...it's really impressive.
Actually, it's the Palouse River, as noted by the O.P. The Palouse flows into the Snake, and the Snake into the Columbia.

Spokane, Washington is at the north end of this line. That is the Columbia River at the bottom of the gorge.
Thanks for posting that video. This is the first I have heard of this trackage. What a wild area. Is there any habitation near this line?
GN Fan, I assume you meant CP instead of CN when you re-phrased your question. No, CP does not have trackage rights over UP's Ayer Sub between Fish Lake, WA, (just southwest of Spokane) and Hinkle, OR. Additionally, CP does not have trackage rights over UP's Spokane Sub between Eastport, ID, and Spokane.

They usually always display trackage rights on the CN or CP respective website on their respective system map. You just need to look there to get your answer.
I would agree with others it is run through power as most railroads with border crossings are trending in that direction including KCS with Mexican Locomotives.

It became a UP train once it crossed the border. Given the date, just months before UP's implementation of Unified Plan 2020 ("Precision Scheduled Railroading") in its Northwest region, I'd say the symbol was either METHK or QETHK (ET=Eastport HK=Hinkle). Most of the cars would have come out of Canada, but some of those head-end lumber loads could have been picked up at Samuels, Idaho, which is where UP's local out of Sandpoint, Idaho, leaves such cars for main line pick-up after gathering them from area mills.
