They would allow the bridge to raise to keep it from becoming a dam and colledt debris.
They did some mods to strenghten the bridge and 'locked' the jacks

Those were discussed in the chat at the time of the derailment.
They're to adjust the level of the bridge, but I don't recall why. Possibly for high water.

Since watching the Virtual Railfan camera footage of the UP derailment in September I have been trying to identifty an oddity on the high bridge.
Can anyone give me information as to what the eight screwjacklike appliances are on the top of bridge structure?
