Check out the info for Bensenville Yard.  The two different signals on the same mast were to control two different engines on the two leads.

Although it's a GN/NP historical site, the Milwaukee Road did use the Consolidated Code.  Pages 64 and 65 of the pdf show yard signals for the CB&Q.  They may not correspond to the Bensenville hump signal, but it gives an idea to the meaning of the indications of the hump signal.

Interesting period video.    Didn't know they had dummy waiters in those yard towers also I am curious on the signal in the last moments of the video.   Bensenville Yard had dual Milwaukee Road and PRR signals?      Was that potentially due to transfer jobs maybe?

By 1996 Bensenville was firmly a CP yard as MILW ceased to exist in 1986.

Dumb waiters were frequently used in Yard tower - so switch lists and other instructions from the Yardmaster at the top of the tower could be delivered to Yard Crews at the bottom of the the tower without either party having to climb multiple flights of steps.

The signal mentioned looked to be a Hump Signal - I suspect the possible indications of the signal were defined in the TTSI that apply to Bensenville Yard.

Never too old to have a happy childhood!
