Modellers also enjoy Trains, because it is full of interesting and useful stuff that pertains to the hobby.  But in terms of library interest, the people who like Trains are not necessarily interested in models.  SO Trains has a larger potential readership at the library.

 Scratching my head on what the deal is with Model Railroading in North Texas. 

There could be a lot of reasons, but not any one reason.

One thing that's noticeable is the lack of interest by many young people in modeling in general, typically caused by the much bigger interest in video games.  There is some  interest, but not like it was when we were young.   Many prefer to "drive" a Tiger tank on "World of Tanks" than build a model of one, if you see what I mean.

And it's not just here in the US, here's "Lindybeige" from "across the pond" on (sort of) just this subject.

So I gifted a three year subscription to both TRAINS and Model Railroader to the local library about 6-8 years ago.   They dropped MR but the librarian says Trains still generates enough interest that it is part of their permanent renewal collection now. 

 

I don't know if my example is a possibility:

For me, I have a home model railroad, and I subscribe to MR, but not to Trains.  If there are quite a few others like me, then it's possible they go to the library to read Trains, but keep the Model Railroader magazines at home.
