I believe - but can't guarantee - that these were primarily used for Powder River Basin coal. It looks like the decline of coal has caught up with them.

The BNSF offered to let the UP to take over some coal contracts a few months ago before the current debacle. The BNSF was having trouble keeping up with all the business they had. The UP of course said no, they weren't going to handle that business for the price that BNSF negotiated to get the business.

The linked article says it's pretty much due to reduced coal traffic:
"A national railroad freight company announced Thursday it will close two facilities in Wyoming and lay off 130 workers in response to tough market conditions for coal."
