CP did pull out, but the interchange trackage from the mill to the BNSF tracks on the south side of town were taken over by the mill. The BNSF tracks later became part of a short line, which in recent times has had problems. I don't know what the current position is.
Not since '91 when the CP abandoned its service and pulled up tracks. The right-of-way, formerly of the Kettle Valley Rwy, has since been incorporated into the Trans-Canada Trail, a cycling and walking path across the nation.
