Detailed description of the actual project descriptions themselves is likely the only guide as to which of these are 'patronage plums' or attempts to gain support from key politicians, etc.
I didn't see any overtly unjustified items in the first few listed -- it might be beneficial if you, or someone else concerned about this, would go through the projects and do a 'first cut' separating the beef from the pork, as it were, and giving a synopsis of the distinctions here.
A very cursory inspection reveals some red state bias, not that there's anything surprising about or wrong with that.
