As far as I know, the evening curfew didn't ever apply to eastbound trains entering Proviso. It may have been lifted further after various steps in upgrading the entire main line.Whatever curfew remains imposed may depend on the configuration of the platforms and crossings available at each station involved. Stations at Oak Park, River Forest, Bellwood, and Berkeley have tunnels that can access all three tracks; one would hope they'd do something similar for Maywood and Melrose Park. As for the project germane to this post, only one station sits on that stretch: Geneva. I'm not sure what's planned for over or under the tracks at that point, but again, one would hope that all three tracks could be accessed.

The congestion isn't necessarily on the Geneva Sub, but in the rest of the Chicago Switching District as UP tries to reach its other facilities, and those of other railroads. By removing the curfew UP gains a lot of operational flexibility.

That does not appear to be true, by my direct, frequent observation.
