Bob: Army Corps calls the shots. Unfortunately the USACE has to put up with an awful lot of NIMBY/BANANA know-nothings through the whole process as public input.
Been through both of these on my boat, esp. the Everette one. It always seemed so low that I would call for it to open. Then got braver learned to read the clearance indicator. But it was more fun to call. LOL

Vertical lift bridges are preferred when there is a skew to the river crossing, such as the South Branch Bridge in Chicago. I've also seen them used to replace bascules when a wider river clearance is needed, like the now-abandoned CWI bridge over the Calumet River.
Bridge is going to be replaced with a lift bridge. Trunion bearing going bad.
It seems that in most drawbridge replacements that a lift bridge is the preferred way that RRs are going. Of course local conditions may prohibit that alternative. Have read that lift bridges are more earthquake resistat than bascule. Swing bridges who wants a center pivot ?
