That is a great question; it is one I have asked many times, but never got a solid answer. UP did have 3 AC4400CWs with the steerable trucks, but they were removed and the regular trucks installed.
I would be interested to hear an 'official' reason that they were removed and no more were ordered.

Since the steerable trucks are state of the art, how come union pacific and cn rail use the last generation bolsteruse or transfer trucks on their GE-9
