I'd be tempted to 'speculate' that this is only the first of what might be a great number of STB findings 'against' CSX. I started worrying about effects of strict scrutiny when the STB called for a CSX response on not fulfilling common-carrier obligations; EHH et al made no more points with their attitude in the Baltimore fiasco, "walked back" or not. As my wife likes to say, sometimes actions have consequences. And sometimes the law of unintended consequences rises up to bite.
