What are the railroads using to remove snow on there tracks along the lake?

As busy as those lines are, the regular traffic will generally keep things usable.  If not, I'm sure there's a Jordan Spreader or two hiding in the yard.  Switch heaters will usually keep the switches in service.

The Erie station stop was cancelled for both  48 & 49 on December 27, due to poor platform conditions.

Platform conditions would be Amtrak's responsibility.

Amtrak 48 and 49 are running.  48 was listed as running about an hour late at Erie this morning, 49 about 4 hours late at Cleveland.  Better than on some clear, dry days.
